Subdivision Applications

If you are considering subdividing land in Cardston County, we recommend contacting the County’s Chief Administrative Officer, Development Officer, or the designated planner from the Oldman River Regional Services Commission (ORRSC) before submitting your application. This allows you to review your proposal, discuss requirements, and ensure you understand the subdivision process.

Subdivision application forms can be obtained from:

  • Cardston County
  • Oldman River Regional Services Commission (ORRSC)

Once completed, applications must be submitted directly to ORRSC for processing.

Subdivision Process Flowchart

Step 1: Initial Consultation

☑️ Contact Cardston County’s Development Officer or Oldman River Regional Services Commission (ORRSC) to review your proposed subdivision and ensure it aligns with:

  • Cardston County’s Land Use Bylaw
  • Municipal Development Plan
  • Provincial regulations

Step 2: Complete Application

☑️ Obtain a Subdivision Application Form from:

  • Cardston County or
  • Oldman River Regional Services Commission (ORRSC)

☑️ Fill out the form completely, ensuring all required documents are included.


Step 3: Submit Application

☑️ Submit the completed application and supporting documents directly to ORRSC.


Step 4: Application Review (ORRSC)

☑️ ORRSC reviews the application for completeness and compliance with applicable regulations.
☑️ ORRSC circulates the application to agencies (such as utilities, Alberta Transportation, or adjacent landowners, if required).


Step 5: Decision by Municipal Planning Commission (MPC)

☑️ ORRSC presents the application to Cardston County’s Municipal Planning Commission (MPC).
☑️ Applicants are encouraged to attend the MPC meeting to present their application and answer any questions.
☑️ MPC approves, approves with conditions, or denies the application.


Step 6: Final Approval & Registration

☑️ If approved, complete any conditions attached to the approval (e.g., surveys, agreements, or utility installations).
☑️ Work with an Alberta Land Surveyor to prepare the final plan for submission to Alberta Land Titles.
☑️ Finalize the subdivision with ORRSC once all conditions are met.

Certificate of Title (current copy from Land Titles)
Site Plan showing:

  • Existing and proposed property lines
  • Locations of buildings, wells, septic systems, access points, and natural features
    Supporting Documents (if required) – environmental assessments, geotechnical reports, etc.
    Application Fee (payable to ORRSC)
